Looks like a V/V, V, I in F based on that limited info. The G7 is a secondary dominant. This sequence is probably preceded by Dm7 or D7 so it's just back cycling through the circle of 5ths. It's the same way you'd play over the B section of rhythm changes.
UPDATE I just listened to the song, it is definitely not Fm and it's not D minor )if that is what you meant to type) it is F (though I could see where confusion might arise between F and Dm). I only saw one lead sheet for this but it showed the song centered around F6 which is like Dm7/F so maybe that's from where the confusion arises.
